GTM agency directory: who keeps the engine when you leave
Most of this market sells meetings. About half of it will not say who owns the domains, inboxes and workflows that produce them, and most of the meeting sellers will not say what counts as one. This is what 101 outbound and GTM engineering specialists actually publish, read off their own sites.

The question nobody answers
When you stop paying, what do you keep?
Outbound runs on infrastructure: sending domains, warmed inboxes, enrichment tables, lists, workflows. Whoever owns them owns the engine. If they sit in the supplier's accounts, the pipeline stops the day the invoice does, and you start again from nothing.
So we checked what each of the 101 companies here publishes about it. 49 say nothing at all. 45 say the domains, the data or the build are yours to keep, and 7 say plainly that they own the sending infrastructure.
The split is not random. Of the 58 that run outbound for you, 38 are silent on it. Of the 43 that build a system for you to run, or offer both, 28 say you keep it, because a handover is the product they are selling.
The second silence sits in the result. 65 companies here sell meetings, replies or leads, and 38 publish no definition of a qualified one.
Here the split runs by how they bill. Of the 16 that charge per meeting or lead, 15 define what counts, because the definition is the invoice. Of the 49 selling meetings on a retainer, 37 do not. The ones you pay regardless are, mostly, the ones that never say what you are paying for.

Counted from what each company publishes on its own site, read in September 2026. This records what they say, not what they do. A company that is silent may well hand everything over; it simply does not say so where a buyer can read it before signing.
Nine different jobs share one label
Before price, decide what you actually need run. These differ in cost, in speed and in how much of your own team they take.
Search for a cold email agency and most of what comes back is a managed sending operation: secondary domains, warmed inboxes, a sequence and a calendar link. A cold outreach agency is often the same business with LinkedIn added. Neither label tells you whether anyone is building the list logic that decides who gets contacted, which is where most campaigns actually succeed or fail.

The counts are how many of the 101 run each motion, not how well. Two labels deserve a second look. A linkedin outreach agency is sending from a named person's account, usually yours or a founder's, so ask whose reputation is at stake. An appointment setting agency is selling people on the phone, and its price should say how many hours of calling it buys.

How to choose a GTM agency
Five questions, in the order they usually decide things. Every figure below is computed from the directory above.
1. Decide whether you are renting or building
A managed shop rents you an outcome from its own machine. A build leaves a system in your accounts that your team runs. A gtm consultant who designs the system and then leaves sits at the far end of the same line. Of the 101 here, 58 run it for you, 7 build it for you to run, and 36 offer both.
2. Get the definition of a result in writing
A positive reply, a booked meeting, a held meeting and a qualified opportunity are four different things, priced very differently. Ask the rest before you compare prices.
3. A from-price is not a price
Entry prices in outbound usually leave something out: a setup fee for domains and inboxes, the data and tool costs, a minimum term, or the copy. 38 of the 101 publish a price at all. For the rest, the first call is the price list, so arrive knowing which of those four you are asking about.
4. Treat a free pilot as a sales process
13 companies here offer one. A pilot costs no fee, but the supplier chooses the segment, the copy and the infrastructure, so it proves their machine rather than yours. It is still worth running. Agree beforehand what a pass looks like and what you keep if you walk away.
5. Check the evidence you can actually check

We opened 153 companies and kept 101. Every fact on this page was read off the company's own website in September 2026, not from a comparison article, a review site or another directory. Where a company publishes no price, this page says so rather than estimating one, and 63 of them publish none.
A disclosure the link building directory does not need. Frontal, ColdIQ and Arrel are clients or partners of busyless, and they are listed first for that reason. Nothing else about those entriesdiffers: the same fields, read the same way, with silences recorded as silences and limitations written as plainly as anyone else's. Each card and page says so too.
How the rest are ordered. After the longer reviews, companies are listed by how many of a buyer's key answers they publish: a price, who owns the infrastructure, what counts as a qualified result, a guarantee and who they take on. It is a count of published facts, not a rating of the work, which nobody outside a client list can judge.
