How much does a white paper cost?

What one researched B2B white paper costs, as a document or laid out as a branded PDF, with every price read on the seller's own page and the arithmetic beside it.

The short answer
Written white paper
$80 to $8,750
Written and designed
$850 to $8,997

per 4,000-word white paper, from people and companies. AI tools are priced separately below.

Priced for: A B2B white paper of 3,000 to 5,000 words, written from supplied and public sources plus one interview with a subject-matter expert: outline, draft and two rounds of edits, delivered as a document. The second tier adds professional layout as a branded PDF of 10 to 20 pages, with a cover and redrawn charts.

Key takeaways
  • 01The answer to how much does a white paper cost turns on whether anyone interviews your expert. Only 3 of the 22 marketplace listings we counted include or price an interview; Paul Maplesden's $8,000 includes any the paper needs.
  • 02Layout is the cheap part unless an agency does it. The 18 marketplace designers we read lay out 10 or more pages for a median $165; the two agencies that publish a designed paper start at $4,800 and $8,997.
  • 03The averages most pages repeat are old or unsourced: $5,000 to $7,000 footnoted to a 2007 report, $4,200 from a 2013 guest post, and $4,500 from a 2020 article whose only source is 'our research'.
  • 04On the marketplaces, 'whitepaper' often means a crypto token document: 9 of 24 Upwork listings and 10 of 43 Fiverr gigs we read. They are left out here, because they price a fundraising document.
  • 05Drafting the paper with an AI model costs from under 5 cents to $4.90. The cost is the 10 to 20 hours of interviewing, checking figures and rewriting that make it a paper a buyer would forward.

Search white paper cost in the US and all 20 of the top results sell printer paper. Search how much does a white paper cost and, of the first five results we could read, one defines the term, two give no price, and the two that do name no source. One is a LinkedIn article from July 2019.

So this page prices one thing: a B2B paper of 3,000 to 5,000 words, built from your sources and one interview with your expert, edited twice, delivered as a document or laid out as a branded PDF. Every price was read on the seller's own page on 12 October 2026, in US dollars, and converted to that spec at 4,000 words, with the arithmetic shown.

If you are the writer, working out how much to charge for a white paper, the survey and specialist rows are the ones you are priced against. Peak Freelance's survey of 213 writers, from 2020 although the page is titled 2026, names $500 to $999 as the most popular band, yet 55% charge more than $1,000 and 17% more than $3,000.

The price, by route

How much does a white paper cost, route by route

Each bar runs from the cheapest to the most expensive published price we read for this route, normalised to the same spec. The dot is the middle price. The axis is logarithmic: each gridline is ten times the one before. Each tier has its own chart, because one range across them would mean nothing.

In-house is not sampled. It uses the salary data for AI Content Writer (mid-level median, $84,000 base), loaded at 1.3x and divided by 1 to 2 white papers a month. One working writer puts a technical paper at 25 to 80 hours, and EFA members draft business writing at 1.5 to 4.5 pages an hour. Interviews and review rounds wait on other people's diaries, so we assume one to two papers a month beside the writer's other work. That output is our assumption, not a survey figure.

How the marketplace prices were drawn: Read 2026-10-12. Normalising point: per-word and per-page prices are converted at 4,000 words (the spec's midpoint); packages are taken as published when their length falls inside 3,000-5,000 words. (1) Upwork Project Catalog search https://www.upwork.com/services/search?q=white%20paper%20writing, default order as served, read with local headless Chrome --dump-dom: the first 24 listing URLs in page order, every one opened and its tier table parsed from the markup (ticks from aria-label='included'). Exclusion rules, set before counting: crypto, ICO, blockchain or token-sale white papers (a fundraising document, not a B2B marketing paper: 9 listings, positions 6, 8, 9, 11, 14, 15, 19, 20, 21); no word count in the tiers (1, position 16); cannot reach 3,000 words because the largest tier is shorter and no extra-words add-on is sold (2, positions 2 and 10); design-only listings (2, positions 13 and 17, recorded as design evidence). Kept 10. Package rule: the LOWEST tier reaching 3,000 words; if none does, the tier with the most words (the cheaper one if tied) plus the listing's own 'Additional 100 Words' add-on. Where a listing prices an expert interview add-on it is added, because the spec includes one interview (one listing). Missing revision rounds are noted, not priced. Designed tier: only where the listing names and prices a layout deliverable (e.g. 'Professional PDF Design'). Upwork's generic 'Design' row, ticked by several writers without any description of layout, is NOT treated as the designed spec; those packages count in the writing tier. Two more design-only listings came from https://www.upwork.com/services/search?q=white%20paper%20design (Abdhesh K., Shoaib A.). Prices exclude Upwork client fees. (2) Fiverr search https://www.fiverr.com/search/gigs?query=white%20paper%20writing ('1,500+ results'), default order, read in a real Chrome window driven over the DevTools protocol with the currency cookie set to USD (the page's own currency config reads USD at rate 1). Page one carried 43 distinct gigs in positions 1-48, no 'Ad' markers. Classified by slug: 14 white paper writing gigs, 13 design-only white paper gigs, 9 crypto or ICO whitepaper gigs (excluded), 7 off-topic (journal and magazine design, editing and proofreading 2, logo, resume, pet blog, school report). Every writing and design gig was opened and its package list read from the gig's embedded package data (titles, descriptions, prices, word-count calculators, extras, included features). Same package rule, using the gig's word-count calculator for extra words; packages that separate text-only from text-plus-design are mapped to the matching tier. Of the 14 writing gigs: 9 counted in writing, 3 in designed (gerimileva counts once in each), 1 crypto by its current title (phwriter), 2 cannot reach 3,000 words (recorded with null). Note: the search page navigated itself to a gig after about five seconds; the results DOM was captured before that. (3) Contra: no browsable search page, so listings were found by web search ('contra.com/s white paper writing price words', 'contra.com white paper design service pages price', plus one B2B listing from a wider search) and each listing page read with Jina Reader: 3 writing listings with a price, 1 hourly, 2 'Contact for pricing' (sahara daniels, logged as silent; Daniel Berman, who publishes a $2,500 minimum on his own site and is recorded under freelancer), 2 design listings. (4) Dribbble: one white paper design service found by web search. No outliers were removed. Marketplace sellers' locations are noted per row; most low prices come from sellers outside the US.

Why one white paper costs 109 times another

Whether your experts are interviewed, or the paper is rewritten from public sources.

  1. 01

    An interview with your expert

Sellers price the interview as its own line: $125 on one Upwork listing, $150 for each extra interview on a Fiverr gig, a flat $175 at Express Writers. Invisible Whitepaper's packages include one, two and four interviews as they grow from $1,500 to $2,800 to $4,800.

    Invisible Whitepaper packages
  2. 02

    Whether design is included

One Fiverr seller sells the same 2,500 words three ways: text only for $1,250, text and visuals for $1,500, and text, visuals and design for $1,750. On Upwork, a named 'Professional PDF Design' add-on costs $250.

    A Fiverr seller's three packages
  3. 03

Length, and the pages it lays out to

Extra words are sold in steps: $300 per 500 from one Fiverr seller, $135 per 200 on Paul Maplesden's service page. Layout is priced by the page: one designer adds $30 a page above ten, and BrightCarbon charges $4,200 for 10 interactive pages and $6,695 for 20.

    A Fiverr seller's extra words
  4. 04

    Speed

Rush work is priced openly. Content Majestic's calculator charges $0.12 a word for urgent delivery against $0.08 standard, half as much again, and one Fiverr seller adds $750 to cut fourteen days to four.

    Content Majestic calculator
  5. 05

    Who the writer is

Named specialists' white paper writing rates sit far above the marketplace: Steve Maurer, Paul Maplesden and Gordon Graham come to $6,250 to $8,750 a paper, taking the middle of any range, against an Upwork median of $550. A bioscience specialist on Upwork charges $1,500 for 2,500 words.

    Paul Maplesden prices
  6. 06

    Revision rounds

The spec allows two rounds. Past that, Ed Tittel's 2017 rate sheet, still linked from his site, bills a third round at $100 an hour; Upwork sellers sell extra revisions at $20 to $100 each, and one Upwork tier includes none at all.

Building it with AI

What the machine costs, and what it does not

Ten current models from Anthropic, OpenAI and Google would draft this paper for under 5 cents to $4.90, on our estimate of 280,000 tokens read and 42,000 written. Layout tools with PDF export cost $12 to $49 for a month. The receipt prices one mid-range model and the interview transcript, then the hours no model replaces.

What AI cannot do here
  • Interview your expert, or know which follow-up question matters
  • Supply evidence it was not given: your data, your customers, your results

Doing it yourself

What a white paper takes to do yourself

No survey measures a whole white paper. One working writer puts a technical paper of 10 to 30 pages at 25 to 80 hours, and Editorial Freelancers Association members draft business writing at 1.5 to 4.5 pages of 250 words an hour, about 4 to 11 hours for this paper's first draft. The list is our estimate for the spec.

Editorial estimate

No independent survey measures this, so the hours are our editorial estimate.

At the same loaded rate as an in-house hire ($53 an hour), your 22 to 47 hours are worth $1,155 to $2,468.

Where the quote and the invoice come apart

Each of these is visible on a published price list, linked where it is.

01

'Whitepaper' can mean a token sale

On the marketplaces, 9 of the first 24 Upwork listings and 10 of 43 Fiverr gigs on page one sell crypto, ICO or token whitepapers: a fundraising document, priced on a different basis. They are left out of every range here; an average that keeps them describes a different product.

Upwork Project Catalog
02

'Starting at' leaves out the interview

Uplift Content's $2,000 covers 3,000 words with research, an editor and two revision rounds; an interview with a subject-matter expert changes the rate, and a one-time onboarding fee of $150 to $300 is often added. Express Writers sells its interview separately, at $175. Ask what the floor price assumes about your expert.

Uplift Content pricing
03

'Includes design' can mean formatting

Upwork tier tables carry a standard 'Design' row that writers tick without describing any layout, and one Fiverr seller sells writing and design of 2,000 words, or 8 designed pages, for $35. Venngage's cheaper plan exports PNG only; PDF export starts at Business, $49 a month. Ask to see a finished PDF.

Venngage plans
04

'Per page' means three different pages

The EFA's page is 250 words. Ed Tittel's rate sheet means a final layout page, at $500 to $800 each. Gordon Graham's 'about $1,000 a page' sits beside papers he describes as six to eight pages long. A per-page price cannot be compared until you know which page it counts.

Ed Tittel rate sheet
05

A survey row that does not exist

One writer's services page says the Editorial Freelancers Association survey lists median white paper rates of $1.00 to $1.50 a word. The EFA's 2026 chart has no white paper row at all; $1.00 to $1.50 is its medical writing row. Its business and marketing row comes to $1,280 to $3,500 for this paper.

One seller, two prices

Paul Maplesden's pricing page says $8,000 a white paper, while the table on his white paper service page would price 4,000 words at about $2,725. Uplift's service page says $2,000; its own 2024 blog says $2,500. Confirm which figure the invoice will use before you sign.

The cost of doing nothing

What not having it costs, in your numbers rather than ours

Not having a paper costs something, and only your pipeline can say how much. Here is where it shows up, and a sum from your CRM that sizes the stage a paper works at, not what a paper alone would win back.

  • The champion retells it

A white paper is the document a champion forwards to finance, security and procurement, people you never meet. Without one, the champion retells your argument in their own words, and that is the version the committee reads.

  • Your category, in a competitor's words

Answer engines and analysts quote documents that define a problem and its options. Without a substantial paper to cite, your category is described in a competitor's terms, because theirs is the text available to quote.

  • Early research stays anonymous

A gated paper is one of the few things a researching buyer will trade contact details for. Without one, early research stays anonymous and the first conversation happens later in the buying process.

busyless runs on a retainer. A Fractional Head of Content, from $5,000 a month and month to month, owns the system: which channels we bet on, the editorial standard, customer interviews, the conversion path and the monthly report.

Production sits underneath as execution capacity, from $2,000 a month, through agents I have built or people I manage. We make as much as growth needs, so a price per piece would measure the count rather than whether it worked.

Most clients start with Discovery: two weeks and $2,500 for the diagnosis and a 90-day plan, theirs to keep either way.

FAQ

Frequently asked

  • Why does the same white paper spec cost $80 on Fiverr and $7,500 or more from a specialist?
Because the spec hides the expensive part. The cheap end rewrites public sources: only 3 of the 22 marketplace listings we counted include or price an interview. The specialists at the top plan the paper first and build it on what your experts know. Agencies that publish a writing price sat between them, at $320 to $2,000.
  • Where does the usual average cost of a white paper come from?
From figures that are old or unsourced. That White Paper Guy's fees page gives $5,000 to $7,000, footnoted to a March 2007 industry report we could not find. The $4,200 figure comes from Gordon Graham's 2013 guest post. AWAI's 2023 article quotes Demodia's $4,500, and Demodia's 2020 article names no study, only 'our research'. The ranges on this page come from prices you can open today.
  • Can an AI model draft a white paper worth sending to a buyer?
It can draft one for under 5 cents to $4.90 of model time on our token estimate, and transcribe the interview for 27 cents. It cannot run the interview, check a figure against a source it was never given, or decide what the paper argues. Those 10 to 20 hours, at an in-house rate, are $525 to $1,050, which is nearly all of the cost.
  • Is a designed white paper worth buying from an agency?
Only if you want research, writing and layout as one project. The 18 marketplace designers we read lay out 10 or more pages for a median $165, and sellers' own design add-ons run $100 to $500. The two agencies that publish a designed paper start at $4,800 and $8,997, and that price buys their research and writing as much as the layout.
  • How long should you allow for a white paper from brief to final draft?
As published, from one week to two months. One Upwork seller quotes 7 days for 3,000 words, plus a day for the interview and three for PDF design. Invisible Whitepaper allows four weeks and delivers most papers in week two or three; Gordon Graham asks for six to eight weeks. The schedule usually waits on your expert and your reviewers, not the writer.
  • Should you pay for a white paper plan before the paper itself?
Two specialists sell one. Gordon Graham's fees page offers a $975 plan and a $750 review of an existing draft, and no longer lists a written paper; his $7,500 to $10,000 rate appears in a 2024 AWAI article. ProProject Manager charges $500 for a plan and credits it against its $2,500 paper. A plan is worth buying when nobody inside agrees what the paper is for.
  • Is hiring a writer cheaper than commissioning white papers?
Only when the writer has other work too. A mid-level AI content writer costs about $9,100 a month once loaded for payroll and benefits; at one to two papers a month that is $4,550 to $9,100 a paper, above most prices on this page. The hire pays off when white papers are one part of a steady writing load.
  • Does busyless write white papers?
Not by the piece. White papers are written through people I manage, inside a fractional engagement: from $5,000 a month to decide what each paper argues, who it is for and how it is used, with production from $2,000 a month on top. If you only need one paper, the routes on this page are the way to buy it.
