What does a Head of SEO do?

Companies rarely make this explicit, which is why their SEO program reads as a list of tactics rather than a strategy. A Head who cannot answer it in a sentence has not done the job yet.
The second is winning resources. Almost every meaningful SEO lever sits in somebody else's team: engineering owns rendering, content owns production, product owns the page templates. A Head of SEO's real output is a sequence of successful prioritization arguments, and the ones who cannot make those arguments produce excellent audits that nothing happens to.
The third is building the function: hiring specialists, choosing between in-house and agency, setting the quality bar, and deciding which parts of the work get automated rather than staffed. At most companies this is the decision with the largest long-term consequence, and it is usually made by default rather than deliberately.
The fourth is defending the budget. Organic has the longest feedback loop of any acquisition channel and competes against paid channels that report a cost per acquisition the same afternoon. - Can state in one sentence why this company invests in search, and get leadership to agree. Incoherent SEO programs almost always trace back to nobody having made this call.
- Winning resources
- Gets engineering and content capacity allocated to search work they do not own. Most SEO levers live in somebody else's roadmap, which makes this the difference between audits and outcomes.
- Budget allocation
- Splits a fixed budget across headcount, agency, tooling and production, and defends the split when every line has an internal advocate.
- Forecasting
- Builds a model that predicts, holds up under scrutiny, and gets revised publicly. Search loses budget arguments to paid channels precisely because it usually cannot do this.
- Hiring and managing

Head of SEO experience requirements
Five to ten years in SEO with at least two owning a channel or a team. The years matter less than whether they have held a budget and made a decision they could not reverse.
The clearest signal is a program they stopped. Anyone senior can list initiatives they started. Far fewer can describe something they killed, why, and what the freed budget bought. That answer separates leadership from accumulation.
Be careful with candidates whose experience is entirely at companies with large engineering teams and mature content operations. Running SEO where you can requisition a squad is a different job from running it where you are negotiating for two sprint days a quarter. Ask what they personally did rather than what their function achieved.
For a first SEO leadership hire, weight toward somebody still willing to be hands-on. A candidate who has not run an audit in three years will struggle through year one and you will both know it by month four.
Head of SEO education and training requirements
No degree predicts performance and no certification is worth requiring. SEO leadership is one of the most credential-free disciplines in marketing, and that is largely healthy.
Worth checking instead: whether they have ever been trained to manage people or simply promoted into it. Search has an unusually high rate of accidental managers, and a Head who has never run a difficult performance conversation will postpone the first one for two quarters.

Listen for A model with acknowledged limits, leading indicators alongside lagging ones, and no overclaiming. Anyone promising clean attribution for organic is either naive or willing to mislead a board.
